The site is located in the central comprehensive service area in the northern Air Harbour New Town of Zhengzhou. The positioning of this project includes the administrative centre, the cultural centre, and the planning consulate area, as well as being the window for external commercial, trade and cultural communications. The site is extended to Zhenggang Third Road in the north, Zhenggang Sixth Road in the south, State Road 107 in the east and Fuhang Road in the west, with the core scope covering an area of 10.75 square kilometres. Meanwhile, coordination of the planning proposal and the surrounding areas has been guaranteed by extending the planning scope to both the north and the south. Relatively independent clusters separated by the urban ecological corridor and the water system have been established, in an overall area of about 22.76 square kilometres.
